第一：从这句话本身的场合来考虑，明显是在陈述一个“规定”，这种场合对时态的强调是不明显的，have to直接用一般现在时即可；
第二：从IF这个标志性的单词考虑，IF多数表示“主将从现”，推广它的意思，应该是主句的时态比从句的时态趋近于未来（靠后），IF后面连接的是从句，很显然，一般现在时在主句中；

3、LZ知道为什么要用should have done吗？记住凡是有should\would\could+have done这类的词，用在虚拟语气中，强调的是“本来应该（将要、可以）做某事，但实际却没有去做”这样的带有后悔遗憾的成分，所以用在这里比较好；
